Nancy Holmes has over forty years in government contracting, organizational design, strategic planning, program management, and business development. She is an expert in developing small businesses into successful federal contractors from initial start-up through merger or acquisition. Ms. Holmes has trained dozens of CEOs in the planning, practices, and processes of regulatory compliance, competitor landscape analysis, agency marketing, proposal development, project management, personnel recruitment, and retention and growth strategies for management consulting businesses.
Ms. Holmes is highly-skilled in US Small Business Administration (SBA) certification programs and maximizing set-aside limited competition bidding opportunities, along with leading other contract win advantages such as teaming agreements, vendor negotiation, subject matter expert recruitment and pricing scenarios. She has managed numerous national grant programs under federal contract for agencies including HHS, FEMA, DOT, NASA. EPA, and DOJ. These grant programs included application design, peer review facilitation, summary statement preparation, awards, delivery of training, technical assistance, evaluation tool/plan design, and Congressional reporting.
Ms. Holmes led her firm, Ethel Enterprises, LLC to achieve client satisfaction and profit, return and referral business, contract management, and financial health.
