Qlarant developed and carried out a quality assurance (QA) review process in keeping with current best practices that were the foundation of the overall Statewide QA Program for consumers receiving services from DDSN. Qlarant conducted provider compliance reviews with the county boards who comprised the majority of the service delivery system, as well as with other qualified providers. Not only did the reviews consist of interactions with individuals served and with provider staff, but Qlarant also conducted records reviews, administrative reviews, residential observations, and facilitates discussions regarding findings, strengths, barriers, and best practices.

Qlarant also worked with the state to meet obligations to the National Core Indicator (NCI) process. NCI activities consisted of face-to-face interviews, but previously included mail-out surveys as well as provider board and turnover surveys.
